Getting error message when opening an Adobe pdf "Font has not been set".

We have an in house application that allows our agents to create proposals to email to clients in a pdf format. I have a user that has a 98SE OS and when he uses this program to create the pdf he gets an error that says "Font has not been set". I reinstalled the application as well as Adobe Reader 6.0 and 5.0 and I get the same error. The pdf is white. The program uses true type fonts to create those pdfs. Upon further discussion this might be an issue with his font folder in Windows? Any help would be appreciated on this. Thank you.
