Combine JPEG?

I have a magazine article that was scanned into two JPEG files: page 1 and page 2.  I'd like to combine the two files into one image or PDF file.

What's the simplest and most economical way to do so?  I'm running XP, and don't own Acrobat or any image editing applications other than what comes with Windows.

    Download Open Office 2

    Insert one image per page

    export to pdf

    Open source, so economical, and very easy.

    sorry, use writer from the Open Office suite.........
