FormVew PagerSettings-Position Won't Work

No matter what I try my pager links appear at the top AND bottom of my form. Here's the code I'm using to specify them only at the top. Any suggestions?
 
   <asp:FormView ID="fvwProperty" runat="server"
                  DataKeyNames="PropertyID"
                  BorderStyle="Dashed"
                  AllowPaging="True"
                  PagerSettings-Mode="NumericFirstLast"  
                  PagerSettings-Position="Top"
                  OnPageIndexChanging="fvwProperty_PageIndexChanging"                
                  EmptyDataText="no properties found">
   etc


    private void BindPropertyFormView()
    {
        DataTable dtbl;
        long lngLogInID = this.LogInID;
        dtbl = CATSDAL.tblPropertySearchResult_SelectPageForLogInID(mintPageIndex, 1, ref mintHowManyPages, lngLogInID);
        this.fvwProperty.DataSource = dtbl;
        this.fvwProperty.DataBind();
        // bind the active view
        BindMultiView();
    }

I finally found the solution. i.e. you have to declare the pager settings outside of the FormView tag like this

   <asp:FormView ID="fvwProperty" runat="server"
                  DataKeyNames="PropertyID"
                  BorderStyle="Dashed"
                  AllowPaging="True"
                  PagerSettings-Mode="NumericFirstLast"  
                  OnPageIndexChanging="fvwProperty_PageIndexChanging"                
                  EmptyDataText="no properties found">

    <PagerSettings Position="Top">
