Have a look at NDoc for technical help file creation from C# ( With that you should look at the VSHIK on MSDN to see how to integrate it with the Visual Studio help just like any other help file. you want to create non-technical (i.e. user) help files?

I would google for links to VSHIK and H2Reg which are utilities for creating help files, both chm user files and VS integrated HxS files. This one looks really good, especially if you are using Visual Studio and designing web forms.
