Click Start, then Control Panel. Switch to Classic View. Open Administrative
Tools, then open Local Security Policy Settings. Select and double click from the left pane System Policies.
Select "User Right Assignments". Locate and double click on the right pane "Change the system time".
Add the user and or group that you desire. :-)

David is right. but, if you just want to keep the system time up to date, simply enable automatic synchronization at Control Panel/Date and Time/Internet Time. :)
