New blank document has blue background
Every time I open a new document in Word 2002, the background is blue. How do i get it to white like normal and keep it that way?

I think David's got you on the right track -- delete the normal.dot file (which governs the defaults for Word documents), then re-start Word. Word will re-create the normal.dot file with all the "factory defaults" restored.
The normal.dot file is usually located somewhere like:
C:\Documents and Settings\user.name\Applica tion Data\Microsoft\Templates

If altering the Word background options did not work for you please close Word, locate and delete the normal.dot file. Launch Word for testing. Please make sure that your search options include hidden and system files. :-)
