You can try looking in the includes directory for a file called header.php.
I think you want line 57. It should look like this:

    <td valign="middle"><?php echo '<a href="' . tep_href_link(FILENAME_DEFAULT) . '">' . tep_image(DIR_WS_IMAGES . 'oscommerce.gif', 'osCommerce') . '</a>'; ?></td>

Change the call to tep_image to:
tep_image(DIR_WS_IMAGES . 'oscommerce.gif', 'osCommerce', '<my width>', '<my height>')

Sorry about that. I think I misunderstood your question.
HEADING_IMAGE_WIDTH appears to be a constant.
So, try adding this line to the configure.php file in includes:

define('HEADING_IMAGE_WIDTH ', '300px');
