The solution was to run:<br />

stsadm.exe -o upgrade<br />
<br />
<br />
This problem has haunted me for a long time.<br />
I will ask that the question be moved to PAQ and points refunded.

In any of my sites, if you into Modify settings and columns and make a change like change column order or change the configuration of a column, you receive the error:<br />
Cannot complete this action.<br />
Please try again.<br />
