Sharepoint - Cannot complete this action

I have Windows 2003 server running WSS.

In any of my sites, if you into Modify settings and columns and make a change like change column order or change the configuration of a column, you receive the error:
Cannot complete this action.
Please try again.

Not sure how to fix/troubleshoot this.

The solution was to run:

stsadm.exe -o upgrade


This problem has haunted me for a long time.
I will ask that the question be moved to PAQ and points refunded.
