paging file to small (could this be coming from faulty memory)

Morning.
I have a Win2000 box with 512mb. memory. I continue getting a paging file to small warning. I increased its size but will not fix the problem. I then formatted my drive and installed win 2000 Advance Server trial, (same problem) could this be coming from faulty memory or something?  Thanks in advance.

This error message may occur if Windows tries to create a paging file on an NTFS volume, but the System and Administrators accounts do not have the correct NTFS permissions on the volume.

Also, have a look at this - aspects of it will apply to 2000.
