Do I need Exchange Server for Custom Outlook Apps?

I have a client which needs some outlook customization.  If I am NOT running outlook on Exchange Server and they are - will I be able to develop the app and then go to their location and deploy it - or do I need to also be using exchange server for the development?  Are there any Gotcha's I should be aware of?   I have been developing in MS products for 10+ years and I am very familiar with VB, VBA, SQL and Office - but this will be my first attempt at working in Outlook.   Any tips will be most greatly appreciated.

What do you mean by app?  Some custom forms?

Blue Devil Fan  - you seem to be my answer expert today - yes some custom forms and some code behind them to do validation etc..

You can create forms on a non-Exchange system and move them to an Exchange system.  In your situation I believe the answer depends on what the forms are going to do.  If they will access data that's only found in Exchange or will depend on Exchange features, then you'll have to develop them on a system with Exchange.  On the other hand, if they stick to data/features that are generic, then you shouldn't have nay problem building them outside of Excahnge and them moving them to an Exchange environment.
