I'm wondering if anybody knows where I can find a free, open source PHP MySQL CMS to manage 3-4 small tables. I'm kind of hoping that I can find something that uses a variable architecture rather than one that has already had the content hard coded into it...i.e. the tables, data, etc.

    Quite a few here

Do you just want to be able to update the contents of the tables and run a few reports? MySQL Query Browser will handle this task well.

If you're after a specific recommendation, I'd go for http://  It's based its architecture on a slimmed-down Rails.  Should do just about anything you need :-)
