Cisco 3005 Cannot Connect to Public interface

I have a cisco 3005 and can establish connections on the internal network to the private interface.  However when i try to establish a connection to the public interface, I cannot connect and get a :

1339 03/27/2006 21:56:00.980 SEV=5 IKEDBG/64 RPT=82 192.168.254.126
IKE Peer included IKE fragmentation capability flags:
Main Mode:        True
Aggressive Mode:  False

I only get this error when i connect to the public interface.  I can connect and authenticate to the private interface no problem.  
The other issue I have is that I cannot make the concentrator see the Radius server or AD server we have in house.
I have tested with Tracert and Ping tests and all come back positive

Define establish connection to the public interface- how are you doing it?

Do you have Cisco Support?  You can call them to assist.

The concentrator see the Radius or AD server- did you try seeing if you can ping it?
