C#, Connect to server / Send and receive files

I am using C# with a pocket PC. I am wanting to be able to connect to a server and send and receive files.  Ultimately I would like to be able to check if the file 'A' on server 'B' is older than file 'A' on the Pocket PC, but first thing is first.  Can anyone tell me how to:

1 - Connect to a server
2 - Send and receive files
