Can you try this?

Right Click on the connection and select Edit, go to the test tab, and test the connection.

Go to:
Tools --> Preferences --> Database Connections --> SQL*Plus Executable:  --> Make sure the path is correct

           i.e. C:\oracle\product\10.2.0\db_1\BIN\sqlplus.exe OR C:\oracle\product\10.2.0\db_1\BIN\sqlplusw.exe
                                                                          ^                                                                          ^
                                                         Command Line                                                                 GUI version

Here are few places you can check:

After connecting to the database goto Tools > enter path of sqlplus, click ok.
OR you can add path of sqlxxx.exe in database connections in preferences under Tools.

* sqlplus.exe with open session to the database in DOS window.
* sqlplusw.exe will launch SQL Plus and prompt you to enter password.

I would check path to make sure oracle_home is defined correctly.

oracle_home is fine thats why it picked my sqlplus.exe under ORACLE_HOME/bin/sqlplus.exe automatically.
I can launch sqplus worksheet which opens terminal in Jdeveloper itself.

All my driver class paths etc are empty under TOOls preferences?

mohammadzahidCommented:
You don't need anything defined in class paths. All you need is to make sure correct sqlplus executable is defined in database connection in perferences.
On my system I have in SQL Plus executable defined as :  D:\Oracle\Ora92\bin\sqlplusw.exe

Do you have sqlplusw.exe on your system?
If yes, then try using sqlplusw.exe instead of sqlplus.exe

shasta123 confirmed that sqlplus was opening in DOS and mohammadshahid gave a good recommendation to use sqlplusw.exe instead, I think mohammadzahid should get it.
