Vertex/Pixel Shader Emulation for Oblivion

I'm not sure if this goes in "Hardware" or not, but here goes.
I have a laptop "Toshiba Satellite P35" with an "ATI MOBILITY RADEON 9000 IGP" graphics card. Its shader versions are:
Vertex Shader: 1.1
Pixel Shader: 1.4
I have the new game "The Elder Scrolls IV: Oblivion". Oblivion requires these shader versions:
Vertex Shader: 2.0
Pixel Shader: 2.0
I know there are software emulators that can emulate shaders such as these and force a game to use a lesser version shader. An example of one of these programs is 3DAnalyzer. I have 3DAnalyze, but can not get the game Oblivion to work properly.
With or without using 3DAnalyzer the following happens in the game. Once into the game's first person mode I can only see white. A few items in the 3D world can be seen but they are also white. The HUD menu can be seen. I have tried setting all the game's video settings either off or to their lowest settings. Nothing helps.
Now I have this brand new game sitting here and I can't play it.
My question is how do I get this game to run on this computer so that I can see everything.
