Why am I getting no response after "ROOT FAT KERNEL GO!"

I am attempting to update the firmware for a 9500S series raid controller from 3ware.  The boot disc that was downloaded boots to "Loading Free DOS" and then says "ROOT FAT KERNEL GO!" and then stops.  Does anyone know why this would stop and how to fix it?

    Try another floppy disk, or try swapping the floppy drive.

    thats a boot message from the freedos bootloader, telling the OS to take over, but it would appear to be hanging. make a new disk from scratch and try again.

    Turns out that the firware disk is not bootable.

    Was it just a file to be put on a floppy, or did it run a "floppy-creation" program, that edited the disk sector by sector to create the floppy.

    I'm curious where the freeDOS stuff came from - did you recycle an old disk?
