View other email without Exchange

We currently have a Windows NT network and the users are running Outlook 2000; our connection to the Internet is thru a cable modem connected to a SonicWall Firewall; then into a switch - workstations, etc are connected to the switch.  Everyone is setup with different Email addresses.  We are not running any kind of Exchange Server.  Is there any way to monitor what another person is sending/receiving through Email without adding his/her account to mine?  If so, what is it?

Monitor it how?  Keep track of the message subjects, who they were sent to, keep a copy of the entire message, ...?  There's no way to do this that's built into Outlook.  It'd require a third-party application assuming one exists.
