Enable Advanced Features in the AD Users & Computers snap-in.
The Send-as permission is on the Security tab on the properties of a mail-enabled object.

In Active Directory Users & Computers, go to menu View and enable Advanced Features.

Then, open the properties of the user or distribution group. Go to tab Security. You can add a user or group there with Send As permissions.
