how to make langauge support program for pocket pc

i'm trying or i can say want to try to design a program for pocket pc phones running on windows mobile 2005 with .net compact framework

i've created alot of programs before,but now, i would like to know how to create a language support program. there are already some programs in the market,but all of them not worth buying with alot of bugs. i just want to know how to start creating something like that,to add a new langauge support for sms,word,excel,internet explorer. i hope there is an expert who can tell me the basic ideas.and how to start,and i prefer using vb.net always.

According to your post, I am wordering the meaning of "new langauge support" means "multi-language".

Using .Net framework can handle the multi-language problem by compile the XML as an embedded resource, and all the constants defined in such XML file can be retrieved during run-time.  When you need to add a new language, you just need to create a new XML file with the definition of the new langauge, compile the XML file and put it under appropiate folder and magically it will work.
