Either the web tools platform (WTP) http://www.eclipse.org/webtools/ or the Nitrox plugin http://workshopstudio.bea.com/downloadNitroX.do (select the free JSP editor).

At the moment I am using MyEclipse as a trial.  The subscription fee is only $30.  It has alot of functionality I will probably use.
