File Replication using DFS.

I am having one Primary Domain Controller and 32 Aditional Domains controller accross the country. 32 file server accross the country. Each 32 file servers has folders like HR,ADMIN,Finance,Customer Care. I want ,Say HR user of LOCATION  A should access to HR folder of file server of Location A, Finance user of LOCATION B should access finance folder from file server at LOCATION B. If Any finance user in LOCATION B make any changes in finance folder it should replicate to all file servers. How to go ahead. I am using windows 2003 standrand edition. I am thinking of using DFS . Please suggest complete steps for the same. I need to implement the same eargently
