Windows Installer Problem - "installation package could not be opened" error message on .msi file

Hi,

I have recently purchased an IBM refurbished computer (3GHz P4, 1GB memory, 80 GB drive, Windows XP Pro which I updated using the latest updates from Microsoft) and am installing software on the computer.  When installing a file called focusmax.msi (http://users.bsdwebsolutions.com/~larryweber/FocusMaxDownload.htm) by double-clicking on it, I get the following message in a dialog box from Windows Installer: "This installation package could not be opened. Contact the application vendor to verify that this is a valid Windows Installer package".  I have installed this software on another computer, so it is not the package that is the problem.

Hi I cannot install any .msi program from any ligitimate source ,this is the  install log from my Packard bell 1807 mc computer running win xp pro.
