Access to a servlet from a html form

I am trying from a html form to get access to a servlet.
<form action ="http://localhost:8080/servlet/GetParameters"
I am using tomcat as server.
I keep getting the following message:
      The requested resource (/servlet/GetParameters) is not available
The default directory is C:\tomcat\webapps\ROOT
the GetParameters.class is in the directory C:\tomcat\webapps\ROOT\WEB-INF\classes

How can I solve this problem?

    Please check the servlet is working on port 8080 ior not you can also check with 80 port.

    You have any firewall or other restricition on it.
