The JavaScript global function escape() should do the job.
Use :

escape(yourStringToEscape);

By the way, i read your question again, and if you're lokking for Java equivalent (not Javscript - but you're in the wrong TA then), you can do:

java.net.URLEncoder.encode(stringToEncode);
