Web Service --- Workflow

I have read alot of technical doucments recently such as JMS, Web Servic and also attended Sun J2EE training course.

I have been allocated a task to develop a workflow engine.

My questions are:

have anyone used Web service to develop the workflow enginee before?? If yes, please give me some idea in team of how to use web service and desgin.
Notes. I know SOAP

Should I use JMS or Web Service to develop workflow?
