In a command prompt enter

cacls /?

which wil give you the syntax, as an example cacls C:\ will show you the rights on the files in the C:\ directory. If you add cacls c:\ > c:\c.txt the output will go into the file c:\c.txt

Hi,
There are many folders that have a very long names example POST PHASE III of which no user rights are being displayed in the output file, but it shows only the different  help options of cacls, any other software or utilities that can be useful to give the proper list of user rights of all such folders & child folders.

For folders like that put them inside colons:

cacls "c:\Documents and settings"

Try SomarSoft's DumpSec (http://www.somarsoft.com/), which can create reports for all sorts of permissions, and/or Sysinternal's AccessEnum (http://www.sysinternals.com/Utilities/AccessEnum.html).
Both will only display permissions on a folder that differ from the root folder, generating a (comparatively) concise report.

Hi,
By selecting in quotation i only get the user rights of that folder, how can i get the entire child folder tree under the root folder. I cannot see the read, write or modify list in the Dumpsec utils, can this be displayed in dumpsec or this is default?

Check the "File" column in the GUI, it displays the permissions; check the help for "Permissions and Audit Settings for File System" for details.
