Windows SBS 2003 runs extremely slowly

I have a SBS 2003 Server with 8 clients, 1.25gb of RAM which is running extremely slowly although task manager reports that less than 5% of cpu is being used.  Any suggestions as to what may be causing this?  I can heard the hard disk (36gb) grinding along almost continously.  Any suggestions?  Thanks

    check your disk space Free on the C:\ drive.... do you have at least 500MB's free?

    Is there only ONE partition on the hard drive?  Only ONE 36GB drive?  

    What CPU does the server have?  

    When was the last time you defragmented your hard drive?
