What is Ex-Jakarta?

I wish to download struts library here,
http://jakarta.apache.org/site/downloads/,
but it is under Ex-jakarta,
what does it mean? Is it no longer under development?

something that used to be a jakarta projects & now have "graduated"  or have grown out ...

Actually the reverse :-) These projects are probably under more development now than ever.

Ex-jakarta means that the project is so successful that it is no longer a sub-project of jakarta but a main apache project in it's own right, example are Tomcat, Ant and Struts which all originated from jakarta before becoming full Apache projects.
