DNS not working

DNS is not working on one of the three DCs here.  DNS is working fine on the other DCs.  I am receiving the below error in event viewer.  The RPC service is started.  Anyone have any thoughts?

Source DNS  Event ID 140

The DNS server could not initialize the remote procedure call (RPC) service. If it is not running, start the RPC service or reboot the computer. The event data is the error code.

This is from a dcdiag I ran.  DB01 is the server having DNS issues.  The memory was replaced and don't think that's related.

Thing I would be concerned about is the following:

An Error Event occured.  EventID: 0xC00010DF
            Time Generated: 04/04/2006   15:05:53
Event String: A duplicate name has been detected on the TCP

This indicates that you have another machine on your network that has the same name as your server does.  You could either try to hunt down the other machine or rename your DNS server.

The issue was the DC conflicting with another DC over the RID master role.

IBS_TechAuthor Commented:
It was a downed DC and originally it was thought that it was going to be a rebuild of it so the roles were seized.  After it was brought back up and the two DCs were communicating with each other again the roles were resolved.
