DNS not working

DNS is not working on one of the three DCs here.  DNS is working fine on the other DCs.  I am receiving the below error in event viewer.  The RPC service is started.  Anyone have any thoughts?

Source DNS  Event ID 140

The DNS server could not initialize the remote procedure call (RPC) service. If it is not running, start the RPC service or reboot the computer. The event data is the error code.

This is from a dcdiag I ran.  DB01 is the server having DNS issues.  The memory was replaced and don't think that's related.

The issue was the DC conflicting with another DC over the RID master role.
nasty! who sezied roles without telling you?!?!
and your FSMO diag passed.....
It was a downed DC and originally it was thought that it was going to be a rebuild of it so the roles were seized.  After it was brought back up and the two DCs were communicating with each other again the roles were resolved.
very surpirsed that DCDIAG didnt error on conflicting roles   ah well
