How can odbc settings be imported in a msi installer?

odbc settings can be held in the registry so could be setup by msi changing the registry for the user

or a file dsn could be copied as a straightforward file copy?

Have a look in the registry under:

HKEY_LOCAL_MACHINE\SOFTWARE\ODBC\ODBC.INI

to see a collection of dsn's: You could copy one as a template and add that to your installer.
