Video Editing With Zoom Facility

I am developing a training DVD that has motion screen captures of some software.    I want to zoom in on certain parts of the screen at times so I need some video editing software that can do this.    I tried Camtasia Studio and this does the job beautifully but I don't want to pay $465.     Does anyone know of anything else a bit cheaper that can do this?   It needs to work with AVI files.

    I'm in Australia so because of the exchange rate difference it's $465 here.

    These Windows Movie Maker & the rehanfx sites were not bad.     Not that easy to use compared to Camtasia but OK.
