Recycle Bin Redirection (Empty Recycle Bin into another Folder)

Is it possible to empty the recycle bin into a different folder/directory when the user clicks on "Empty Recycle Bin"?

if user selects that it will delete the c:\recycler foler   same as deleting it manually its just different wording :)

Judging by all the input I got, there is no way to have the recycle bin move its contents to a different folder, instead of actually deleteing the data, when the user presses "Empty Recycle Bin."
