Suggest me a URL safe encryption logic

i am working on a activation of account through email. which yo'll would have experienced in various web sites, i use RijndaelManaged encryption which generates codes such as N+EDTbrjaCBa5vLruTYKhg== which ar'nt url safe as it contains characters like "&, +", i get problem during passing these encoded characters,

 could you'll suggest one of the smoothest encodings methods to pass as url ?

Have you tried URL encoding the encrypted string?
HttpUtility.UrlEncode("N+EDTbrjaCBa5vLruTYKhg==")

You would need to unencode it on the receiving end. HttpUtility.UrlDecode(string)
