HTML or Javascript that can write to a text file

Is it possible to write information to a text file via HTML / javascript to a user's machine.  For instance if i made a CD that contained a local website with an embedded video, could I include HTML or javascript that would be able to write information to a text file and store it on the users machine that simply stated "yes" the video ws watched or "no" the video was not watched?

Ulitmately we would like to send the text file to our website so we can confirm that the user watched the video locally and reward them for doing so.  

If this can not be done in HTML / javasript, can it be done in an other programing language?

If it were me, I'd use javascript to create a cookie (http://www.quirksmode.org/js/cookies.html) and then read the cookie to see if they've seen the video.
