FP 2003 Theme works sometimes

I created a theme using Arial, point size of 2 and added different bullets.  When I applied it to a test page, it worked well.  When I applied it to my entire site, some pages were completely updated, some were partially updated amd some did not do anything.

I just created a new page, added a few tables, images and text.  Went to Format, theme and applied the theme amd nothing happens.  When I look at the page in code view, I see <meta name="Microsoft Theme" content="gunnercss 1011">.  

The theme I used was one supplied with Frontpage.  All I did was edit it to my liking and added gif's for the bullets.

I do not think this is a PC isue because it happens using any of the 3 PC's used to access the website.  I have reapplied the theme to individual pages and to the entire site more than once.

Any input is appreciated.

You might have to apply the theme to each page, in another words, make sure the code in your test page is included in all the other pages...it might be the long way.

Hi,

Did you select All Pages when you applied the theme?

Do you have all your pages included in the navigation of the website?

Yes, I have tried all pages and individual pages as well.  
Yes, the pages are in navigation.

Here is another example:

I apply the theme to the site or an individual page,
Usually but not always the font outside a table changes
95% of the time, the Font inside a table does not

Dreamweaver sure is looking better and better!

I solved this myself.  It appears when a theme is applied it does not override any existing commands for fonts.  After I went into code view and striped out all the font= refences, it worked.
