Hi stevegingell,

Check out this thread:
http://www.experts-exchange.com/Web/Web_Languages/PHP/Q_21768114.html
Here is a popular site:
http://www.php-editors.com/

The most popular FREE ones mentioned were:
UltraEdit: (the one most people here use)
http://www.ultraedit.com/index.php?name=Downloads&d_op=getit&lid=1

Context: (the one I use)
http://www.context.cx/
It has color!  Better yet, different colors (highlighters) for whichever file your viewing.  A .txt, .java, .php, .html, .css Whichever one you can set the "highlighter" that you want.  You can make your own or download others.  I find that aspect the most enjoyable, I customized the colors (so simple to do) to my likes.  It even remembers the files that you had opened when you close.  So the next time you open the program there they are, open and ready.  Too many features to discuss here, but try it out!

Enjoy, also go to that top link and there were a number of other links to other editors and topics with other ones mentioned.  Some non-free (Dreamweaver).

I use SourceInsight (not free, but good):

Eclipse is another choice:
