Is it possible to have a transparent flash piece float over top of HTML

Is it possible to have a transparent flash piece float over top of HTML. For example I want to have a standard page and have a flash piece that will float over top of the page. I would then have a guy walk out and start spray painting over the page. Anyone know if something like this can be accomplished?
