You'll have to explain in more detail what you are doing?  What "feature" are you referring to?  What are you pointing at and clicking?

I mean when I disable or enable the user OWA attribute, I want it to take effect immediately?

currently lets say i a user exchange OWA feature is disabled so I eanble it, but when i try to use OWA for this user, It failed. I have to wait for some time before my change take effect.

so I'm asking for a way that can force the update immediately.

You would need to force replication among the DC's, inside AD sites and services.

Look for the DC you want to replicate, go to NTDS settings, right click and choose "replicate now".

It will still take a minute maybe to perform this.
