For direct disk access, you can use the DeviceIOControl() Win32 API call.

Dear Master

First of All thank you for your help, but as you know when you don't have Administrative Privilages you can not use DeviceIO Control for Direct Disk access, So I need a Kernel Device Driver , because Kernel Device Driver has permission all the time even when not having Administrative Privilages.

Thank you in advance for your information

You are right. To directly access disk without administrator privileges, you need to have a kernel driver installed.
I do not know about existing drivers, but I can point you to online tutorials (DDK required).
