Unable to get e-mail - Outlook 03

A user was receiving e-mails in outlook Friday fine and when we came back to work on Monday he is no longer receiving e-mails.  I deleted the profile and re-added it, but that didn't help.  When I try to send him an e-mail I get an udeliverable error stating the message could not deliver the message in the time limit specified.

    Did user update any software or add new software since last Friday?  Reverse the change. Perform a system restore.

    Is the user using Exchange?  Temporarily disable Exchange Mode Cache, and see if he is able to receive email.

    No, he cannot add software.  I also disabled the Cache mode and restarted Outlook.  No luck.
