How do you know which OU to apply a policy to, User or Computer?

Hello,

I need to create a firewall policy...  Do I apply that to the OU that the users are in, or the OU that the computers are in?

Does the Computer or User section of the policy have anything to do with where the policy should be applied?

Also, if you are talking about the Windows Firewall, it is a computer config setting found here:

Computer Configuration\Administrative Templates\Network\Network Connections\Windows Firewall


(note: some settings are in both the computer and user config, but a lot are only in one or the other, based on what they do).

Under the firewall settings, anybody know what the difference between standard and domain profile is?
Domain profile is if the user logs in and actually connects with the domain controller.

Standard profile is when the user logs in with cached credentials or local credentials and isn't logically connected to the domain controller at all.  (laptop user at home)
