Permission error in Outlook

An assist has permission to her Manager's Outlook 2003 mailbox and Inbox and can see the e-mail coming through but when she goes to Forward from his Inbox she gets a permission error.  She has full rights to his Mailbox and Inbox and we have an Exchange 2003 server.  Where can we give her rights to Forward from her Manager's Inbox?

She needs "Send on behalf" permissions:
