SMTP Error

I keep having this error poping up when i email some people

            There was a SMTP communication problem with the recipient's email server.  Please contact your system administrator.
            < #5.5.0 smtp;553-Sorry, your email address has been blacklisted. Please>

how do i correct this error. I have having a dynamic setup of the ip address. is this causing the error??

    Nothing immediately flags on the dnsreport - although your registrar is operating an open DNS server which is a bad thing, but nothing you can do about that.

    No Exchange servers answering for email on your domain, so I guess you are collecting email from the ISP by POP3.
    The Dynamic IP address will cause a problem.
    Use an SMTP Connector to route email through your ISPs SMTP server.
