Exmerge Errors

I am trying to use Exmerge to restore a mailbox from a backup.  I have created the recovery  mail store, restored my information store and have mounted the store.

When I run Exmerge for this specific mailbox I get the following error in my Exmerge.log

Error opening message store (MSEMS). Verify that the Microsoft Exchange Information Store service is running and that you have the correct permissions to log on

I have confirmed that under that user id my account has Full mailbox access as well as read and change permissions allowed but I still get that error.  

Any reasons for this that I am missing?

The Account which is used for running Exmerge Should have "Send As" and "Receive As" permission on the mailbox on which you are running exmerge. If the account is part of the Domain Admins or Enterprise Admins, or even Administrators group they have a automatic deny for these permissions on the organisation level. Just a quick check to verify is you have the correct permissions. Try loggin in with the account u would use for Exmerge and then using outlook try opening the mailbox of the user on whom you would run Exmerge.

If you are able to open the mailbox then you have enough permissions.
