what processes first, WCCP or Route-Map??

I have a backup internet circuit for our company that we utilize ro run all web traffic, then all traffic if the other circuits are down.  What that gives us is 2 seperate paths to the Interenet.  I want to use a proxy, but want both outbound possibilties monitored.  Our core router makes most sense to intercept packets, but I don't know exactly how well this will work.   We already use 'Route-Map' to redirect packets to the backup circuit mentioned earlier.   I also want to use WCCP on this router to redirect all packets through the proxy first.   This will be transparent, not explicit proxy.   Here's the question.   Will WCCP process packets FIRST then apply the ROUTE-MAP?   The point for me is that no matter which outbound connection is utilized, all packets hit the proxy via WCCP before any other processing.   Hope I made this clear enough.  Thanks!
