I want to implement fine grained auditing in oracle 9i, what initialization parameters need to be set as prerequisites?

    You need to set AUDIT_SYS_OPERATIONS, AUDIT_TRAIL, and AUDIT_FILE_DEST initialization parameters.

    Will this not then invoke auditing on all sql?  if not how is auditing invoked for all sql issued against the entire DB

    NO, you then need to issue audit statements on obkects (or other).
