I would like to prevent everyone from being able to create directories on shared directory.  How can we do this & still allow users to open, edit, change & save files?

From the server, right click the shared folder, Properties, Security Tab, Advanced. At this point, you'll have to uncheck the "inherit permissions from parent" checkbox to edit the permissions already assigned to this folder. Being that this is a shared folder, it might already be done. Now select a group that your users belong to, click Edit.

If you just take away permission to "Create Folders / Append Data", that might be all you need to do. If that doesn't get you the exact results you want, try making it so they have full rights to all subfolders and files, with a deny for all subfolders. You have an option there to "Apply onto" which subset of objects. That setting allows some finite security settings.
