Three locations with 3 cyber guard SG 300 series router and all are interconnected with vpn links. Site 1 has 2 PCS; Site 2 has 2 PCS and Site 3 is HQ. We need to configure Site 1 pc1 to connect to site 2 network and Site 1 pc 2 to connect to HQ and access internet via HQ. Similarly for Site 2. You said these sites are interconnected so isn't Site1 PC1 already able to taslk to Site2?

PC2, sites 1&2 to got to Internet via HQ:  Set DNS to same as HQ

Do you not want internet at all for pc1?  If so I think you need to set a default route to the internet on your routers and point them to HQ router and then block https and https from pc1.  You could also set up a proxy server at HQ (there are free ones, but I have never tested them).  You also need to set up routes to each site if this is not already done (the VPN setup should have done this).
