Best Option for mobile website

I'm starting a mobile web project it will be run on windows mobile devices PDA's and maybe smart phones that have the resolution to run it. I would like to know the best language to write this in, also the best browser to program for. right now I'm developing with an axim x51v running minimo I don't know if this is the best combination as the x51v runs vga resolution and minimo is still in testing. So I guess this is a couple questions in one, but honestly the most important question is what is the best language to use?

I think the Opera web browser is popular ( http://www.opera.com/ ) for mobile devices and what I have heard about Minimo hasn't been too positive.  There are blogs available regarding Opera's performance (you'll find every range of feedback).  Opera supports all major Web standards currently in use, including CSS 2.1, XHTML 1.1, HTML 4.01, WML 2.0, ECMAScript, DOM 2 and SVG 1.1 tiny.   Here is a link for web developer resources for Opera http://www.opera.com/support/service/webdev/  Hope this helps.
