"How to" Create a VLAN on a 2900 series Cisco Catalyst

I need a basic "How to" to create a VLAN on a 2900 series Cisco Catalyst for a single PC to gain Internet access.

subnet: 255.255.252.0
gateway: 167.180.225.253
dns: 167.180.225.240

I would like for this single PC/device to only access the Internet and not interact with the in place network.

The switch is a 3500XL catalyst
Ah, a 3500XL, not a 2950.  Important information.

The 3500XL does not (from what I can see) support any form of ACL, and CANNOT prevent this PC from interacting with the LAN.
This can be done with VLANs, but your gateway(NAT?) router would have to support VLAN trunking on the port that connects to the switch.
What device sits between the switch and the Internet?
